    Link building in SEO should always be the last step.

    I disagree with your 3rd step. That should always be step #1.

    your are right but keep one thing in mind this is all paper work and no doubt first step is to decide hierarchy or structured of the web pages (web site) but it is hard to define pages and directory name with out knowing your target keywords

    In our practice the first step is always discussing with the client what they want and what they think the keywords should be. I make sure to write them down and send the clients a copy. Then I go see if any of the keywords the clients like have any searches at all. Finally, I see what similar keywords are really searched for and present the results to the client as a jumping-off place. The clients are shocked, thrilled and even stunned by seeing that their mindset for many years is exactly what got them no hits.
